Police say the man used the device, hidden in a pair of black sneakers, to film up women's skirts, while a second camera disguised as a music player captured images of their faces to later match the two together.
The man, who is in his 20s, was arrested after a woman became suspicious of his behavior on a commuter tram, and spotted the hidden lens.
Upon searching the man's home, police seized photographs and recording equipment showing the man had been secretly recording up for at least four years.
Police say he will be charged for stalking and being a public nuisance, which can carry a maximum 10-year jail term in Australia.
